I remember Hughes giving a press conference on TV, in what may have been his last public appearance, in which he said that Maheu "robbed me blind."

This is true. However, Hughes' mental state at the time makes it difficult to judge if he was telling the truth.
One of the things that Hughes did for the CIA in the early 1960s was to give them access his Sal Cay island in the Bahamas that is very close to the coast of Cuba.
The Miami Herald reported on 25th August 1963: "Cay Sal has served a dual purpose, as a rendezvous and arms storehouse for exile raiders, and, for anti-Castro refugees, the first stop to freedom, a gateway similar to the Berlin Wall to anti-Communist East Germans."
